updated another DSG file

Updated the SkyTools file for the Deep-Sky Gems observing program.

I had built the file months ago. But needed to apply the changes for the 2023 Observer's Handbook.

Initially I hadn't used the notes feature but decided to do so.

In the Brief Note field, I recorded the Levy log number.

In the body of the note field, where needed, I entered special remarks, for clarity.

Revised the high-level observing list description.

Uploaded to the DSG web page on the RASC site.

Let the Obs Comm team members know. Asked for a tester though I knew the software was not common.
