asked about certificate history

I reached out to the national observing committee. Explained I was preparing an article for an upcoming Journal which will promote the new RASC Double Star observing program.

I'd like to briefly discuss the history of our programs. I asked if anyone knew, roughly, when the programs were made? Then I can make a remark like "It's been 10 years since a new observing program was created..."

The ED immediately railroaded it. Sheesh.

Dave shared a couple of points of reference, thank you. The Moon program is pretty new!
