why now?!

Really? After a long review period, after the GA where there was some implied urgency, after publishing the final version of the newest Finest NGC application form with updated preamble, a member of the National Observing Committee sent out a long list of issues and complaints. Really? Now? This person gave me good feedback on May 23 upon my major update. Then when the chair prompted all for more feedback, this person said, tersely "I provided feedback May 23rd." And now, they've unloaded. I don't understand. I don't get it. Why were these issues not pointed out in the first round? Why so late? Why did they raise issues after they intimated they were done? Nice way to take all the joy out of it for me. Told the team I'll have a look later when I have cooled off.
