applied misc updates

Miscellaneous updates to the lumpy companion web site: magazines, handbooks, software in the library, GoToStar links, Meade ETX links, Stellarium links, the NGC list for the Rosette, and so on. 

I also updated the Halifax weather portal page: Env Can links updated to https, added the timeanddate clocks, and fixed the OVATION reference.
